EXPORTING TO THE EU: CHOOSING BETWEEN TIR AND CMR
Our customers often enquire about the preferred method for documenting exports from Russia to The EU. There are two choices: Carnet TIR and CMR. Both vary in accordance with the relevant export rules, required documents and customs procedures. To help you choose the most appropriate and effective option for your personal requirements, we have concisely identified the pros and cons of each method below.
CARNET TIR

Cargo inspection is very unlikely.

Customs transit is ensured within The Eurasian Customs Union (Russia, Belarus, Kazakhstan, Armenia) and beyond.

The cargo can be re-exported.

    CMR

    Simplified registration when exporting duty-free goods.

    Normally the cargo is neither sealed nor inspected at customs, but either one of these events may still happen at the discretion of a customs officer, and depending on the value of the goods.

      You will need to draw up a T1 transport declaration (a document that covers cargoes from outside of Europe that need to be transported from customs depot to customs depot within The EU)

      DOCUMENTS REQUIRED FOR CUSTOMS CLEARANCE WITH TIR OR CMR.

        Invoice.

        CMR (TTN) 6-12 copies.
      • 4
        Carnet TIR, if transportation is carried out under the TIR procedure.
      • 5
        The certificate of approval for a vehicle in regards to the «sealing» process.

        The freight forwarder must specify the destination point, as agreed with the consignee as the place of customs clearance and delivery location (The destination of The Customs office).

        Certificates, licenses and other approvals (if required).
      • 8
        Documents confirming the ownership of all outgoing cargo.
      • 9
        Documents certifying the origin of the goods.
      • 10
        All Information from when the goods were received (description, specification, principle of operation, chemical composition).

        A payment order for customs duties (if export duties are relevent)
      • 12
        In case of second-hand goods — an expert's report on the conditions and cost is required, issued by the appropriately authorized institution.
      As you can see, each method has its positive and negative aspects, depending on your personal needs. Whichever option you choose, be aware of the large package of documents you will need to prepare.
